By saying "exacerbated by rising energy costs that continue to drain consumer purchasing power" they are saying inflation is running wild. By saying "with inflation contained" they are saying they have managed to keep their inflation statistics looking good. At a glance it looks like they are contradicting themselves, but you have to remember that there are two kinds of inflation: real and perceived. <g>
