I'm not sure but they haven't been able to touch him so far. I did hear where he was still open to civil suits if he comes to the US.

I believe a pardon only refers to criminal liability.....

As I understand, in a Presidential pardon, as in all pardons, the offender is released from punishment: the act of officially releasing somebody guilty of a crime or wrongdoing from facing any punishment... a pardon is granting full clemency authorizing freedom from any and all punishment: an official document stating that somebody may be released without receiving any or any further punishment... this would include those same allegations that were raised and being investigated by the IRS..... he goes scott free..... a clean slate....
