I think the default for an improper shut down is to run Scan Disk.

In the [Options] section of MSDOS.SYS, an entry AutoScan=0 will disable this feature. Substituting a 1 or 2 for the zero will cause ScanDisk to run after an improper shut down. With the 1, you get a prompt, with the 2, ScanDisk runs automatically.

P.S. Looking further in the [Options] section, a couple of entries for making 'special booting' easier...

BootMenu=1
BootMenuDelay=2

Setting BootMenu to 1 causes a menu to appear at boot time. From this menu, one can pick how they want Windows or DOS to boot. The BootMenuDelay controls how long the menu waits before the default choice is selected and the system proceeds. I've chosen 2 seconds. These lines can be added to MSDOS.SYS manually using NotePad or automatically using Tweak-UI (Boot tab)

Earlier today, this thread discussed Windows preventing the format of a disk. Having the Boot Menu activated would've made the steps simpler.
