Right now Qualcomm is struggling to enforce a year-old accord to help build China's wireless networks - part of a package of concessions that includes spending millions of dollars to help 13 Chinese manufacturers develop products compatible with Qualcomm's patented wireless technology, and an agreement to shave its usual 8% royalty down to a reported 2.5%.
