well, that was basically the official version: namely, that SA is planning to transition to a tax regime that is orientated along the lines of where a company is incorporated instead of where the bulk of its operations are, and that therefore a main listing of the new stock in NY and TO would deprive South Africa of tax income. however, i believe there were other, hidden reasons. i suspect that Anglo intervened behind the scenes, as it wants the GOLD assets for itself.
