To be fair to both sides, I would say the Bush administration played up run-of-the-mill pranks (I thought the sign "Division of Uniting" was pretty funny, myself) just to complain a little and make themselves look good by comparison, but it then got blown up in a MAJOR way by the media because it fit in with preconceived notions of how Clinton and Gore staffers would behave. Nobody ever accused Clinton of running a tight ship.

BTW, There's an interesting and fairly even-handed comparison of Clinton's "meritocrats" with Bush's "organization men" on The New Republic. Check out www.tnr.com.
