The only issue is whether or not they paid it back at fair market value. I am speculating on motive. The fact is, neither Reagan nor Bush had much money when they assumed office in '81 ----- most of Reagan's net worth was the ranch (which required money to keep up and pay taxes on), and most of Bush's net worth was the house in Kennebunkport.
