You can easily calculate that yourself. You only need one data point: The (maximum) power consumption of any Athlon at a given clock-speed. Let's say 66W at 1.2GHz. Now 1200 MHz / 700 MHz is 1,71. That means 700 MHz consumes around 66W/1.71 = 38,60W since power consumption scales linear with clock-speed. But you were running it at 1.16V. Standard voltage is 1.75V. Now we have 1.75V/1.16V = 1,51. But power consumption scales quadratic with voltage, so we have 1,51^2 = 2,28. And finally: 38,60W / 2,28 = 16,9W. That means your 700 MHz Athlon consumed only around 17W at 700 MHz -- which is actually less than mobile PIIIs at 700 MHz.

BTW, does anybody know at what power consumption you could run an Athlon/Duron without a fan (big heat-sink only)? I'm considering building an ultra-quiet Athlon PC for things like hearing music, watching DVD, TV etc. and consider to downclock it aggressively. 10-15W should be probably low enough?
