Yes, they are retarded. Water Levels are at 60% of normal right now. We need some serious rain or OR and WA are going to be in as much crap as CA is. They are using up all reserves to keep CA running. Clark Co. is paying through the nose for additional power that could be gained from BPA's Dams if all the extra wasn't going south. Sheesh CA doesn't get cold. Get a blanket. I live right on the bluffs of the Gorge. sub zero wind chills are common. I've got my generator ready and gassed up for the worst. M.
