I think you vastly overestimate the effect of the depleted uranium rounds (besides there great effect on the targets they hit). I would think that the burning of the oil wells would increase the cancer rate among Kuwaiti and Iraqi civilians more then the depleted uranium rounds.

If we had found that spraying molten slugs of mercury was effective (or wooden bullets, outlawed by the Geneva Convention) would we be justified in using them?

The only reason we would not be justified in using wooden bullets is that (I'll take your word for this) we signed an agreement not to use them. I don't see anything worse about shooting a shooting a person full of wood then shooting them full of lead.
