T, it indeed has. on the half-baked theory that rate cuts imply future economic strength, and that that has more weight than rate differentials.

while rates were RISING, the explanation for dollar strength was that the rising rates implied the economy IS strong, and thus the dollar should be bought.

in other words, in typical simple-mind perma bull fashion, EVERYTHING is deemed bullish...similar to the stock market.

this is however nothing but propaganda...the dollar-based paper pyramid is defended tooth and claw.
