I'm pretty sure that Classic PowerNow! changes voltage. If it didn't, the power savings would be (comparatively) virtually nothing.

I have no proof, but at that url is at least some circumstantial evidence. I had the bad luck of photographing a PowerNow! screen twice at points where the cpu was being maxed out (at highest voltage levels). Still, you can see a couple mentions of changing voltage levels there.

PowerNow! II .... There has been some really wacky rumours on that. I vaguely recall somebody (probably here) saying that it'd be able to turn off idle pipelines or functional units or something crazy like that.
