I took a look at the LA Times and the Sacramento Bee, and neither are giving much detail as to why the Republicans opposed the proposal - one of them seems to be saying that the plan will criminalize small generators who want to move into California, but didn't say why.

Yea, who's the bone head who thought they could insulate the consumer from prices rises??? In other words, who decided NOT to deregulate, but call it that?
