News Article by REUTERS posted on January 31, 2001 at 08:37:56: EST (-5 GMT) U.S.,Sudan contact suggests thaw in ties-paper KHARTOUM, Jan 31 (Reuters) - New U.S. Secretary of State Colin Powell has sent a message to Sudanese Foreign Minister Mustafa Osman Ismail, the latest contact signalling a possible thaw in relations, a newspaper reported on Wednesday. The U.S. charge d'affaires in Khartoum, Raymond Brown, delivered the message in person on Tuesday, the independent al-Ayam said, adding that the U.S. official had discussed bilateral ties with Ismail. The paper quoted a source as saying the two countries were working to "open channels of communication to activate dialogue between them with the aim of normalising bilateral relations." Newspaper reports have said new U.S. President George Bush sent a message to President Omar Hassan al-Bashir earlier this month in response to a goodwill letter Bashir sent Bush. The U.S. State Department has, since 1993, listed Sudan among states sponsoring international terrorism. The blacklisting was proposed during the Republican administration of Bush's father George Bush. The U.S. administration of former President Bill Clinton in 1996 banned Americans from financial dealings with countries on the list and in 1997 imposed a trade ban on Sudan, a war-torn African country of some 30 million people. Sudan expelled a U.S. diplomat last month for meeting opposition politicians in Khartoum. The government was already angered by a U.S. official's visit to the south, where rebels have been fighting since 1983 for autonomy, and by a U.S. campaign to block Sudan's bid for a seat on the U.N. Security Council.
