Time to get exuberant again

NEW YORK (CBS.MW) -- In case you didn't realize it, let me be the first to inform you that, by cutting interest rates a full percentage point in less than a month, the Federal Reserve has just given you the signal that it's time to start buying stocks again.

There have been 10 occasions since 1980 when the Fed reduced its discount rate by at least one full percentage point in two moves. Six months later, the Dow was up by an average of 10 percent.


It gets even better the further out you go. Nine months after this much of a decline in rates, the Dow averaged 16 percent higher-and one year afterward the gain swelled to a whopping 24 percent
