CLECs have been raising cash. McLeod USA did the same thing earlier this year.
Good sign.

IMHO, the credit easing is going to help the networkers get out of any slowdown as their customers are not having as much difficulty raising cash thanks to Greenspan's cutting of rates and the appetite for investment grade corporate bonds and junk bonds.

On the subject of carrier funding, this article from TotalTelecom indicates Sprint is planning on raising $3billion in equity this year:

The US$3 billion equity offering that Sprint is planning for this year will also be used to expand the coverage and capacity of PCS, though other parts of the business will also benefit. No specific instrument or date have been chosen for the financing as yet.
