I'm running 98SE and have no problems with windows update page. I ran into the same error last year and struggled with it for days before finally resolving the issue. I don't remember the solution. Try setting your security to low or to custom and enable java and activex controls. Here's a couple of links to more measures. Within the first link is a direct download link to windows update files.
