During the Q&A session of JDSU's January 31st investor meeting, company officials were asked why they believed carrier spending would resume high growth rates by 3rd quarter. In addition to the expected "ever increasing demand for bandwidth response", the CFO said that he had just returned from a meeting with carrier officials in New York where it was determined that carriers raised more money for financing expansions in January than they did during all of the 4th quarter. It appears the rate cuts are already having a significant impact.

And we're already seeing signs of carriers raising more money. I suspect it will take at least another quarter before we see the impact. The question is, how will the networkers and fiber optics in particular hold up in the interim. Does the market really look ahead 6 months? If so, the post-Fed uncertainty shouldn't last too much longer.
