I think that if you looked at all the pardons granted by Republicans in the past 30 years (1700 or so), you would find some fishy ones (the Irangate and Tricky Dick ones are the most obvious. Having said that I admit (and join Swiss in doing so) that the Rich pardon was pretty stinky.

My bet, though, is that Congress won't pursue it with great vigor, because (1) GW would rather have them focusing on his agenda (2) GW doesnt want to upset Dem leadership and members of Congress during this hug a Democrat period, and (3) Cheney's chief of staff was Rich's attorney for a number of years and himself pursued a pardon for Rich. We shall see.
