"amounted to no substantial benefit" ...benefit to whom?...a gratuity to secure a favor not of any benefit to anyone?...sure did benefits the Reagans in that they had a magnificent house paid for by others...sure did benefit the folks who were looking to influence the President of the US by bestowing gifts upon him, and the only reason I bring all this up is when folks get upset about Clinton "making off with" $190K in presents...no different for Reagan, he was just a bigger taker!
