When NOK announced the Telson deal I believe they said it was to produce CDMA phones for sale in Korea. That is what they said.

Also, supposedly NOK would need to sign a 3G license to sell a 3G (1X) phone, even if the chip used is sold to "contract" manufacturer, like Telson.

However, I also remember reading that QCOM may have signed off on NOK selling 1X phones without a full 3G (wCDMA) license to keep things moving between QCOM and NOK.

In the end - who knows????? to me this looks like a (very high stakes) Kabuki Dance - things appear to be moving slowly, yet a lot is happening in each movement.
