Definitely Spanish, I don't speak much but I caught one of the rude words since it's almost the same in French. And definitely not an Arabic language.

Bob,

Even if the guy does have Caller-ID blocked, your telephone company might offer something that you can do. It seems to me that I recall something like *69 service (may have the wrong numbers here), which police and telephone companies have used in the past to catch obscene callers. When you get a questionable call, hang up on the caller and then before doing anything else, get a dial tone and dial *69 (or whatever is correct), which will capture the prior caller's telephone number in a computer somewhere that the police and telephone company can access (but you can't). After that, just register an immediate complaint with the telephone company, and they'll access the number you captured. In most cases, you'll never know who it was. Depending upon your complaint (along with any other complaints about the same caller), the telephone company may get the police get involved. Even if they don't, you can always register a complaint with the police yourself, and they'll deal with the telephone company.
