Yes, 20 would be about right, but if it were public event, how many watching would be on a cell phone giving reports?
A week or so ago, some poor employee of the local Navy base, was chatting away on his cell phone while driving a NAVY van, ran a red light, and in the resulting 5 car collision, his van went 10 or more feet in the air and was vertical for a moment. He may wish it were just 20 lashes before the government gets done with him.
