.20% sounds good to me. I guess it they didn't try to play politics with gradually increasing rates and charged the highest rate for the first galon, the success would have been a higher.

I guess you still don't get it; the increase rates were the only way they got people to respond in the first place......and rates were not jumped not on the first gallon or HCF but until after a reasonable level of consumption had been reached.

BTW prior requests for voluntary conservation did not get a good response. S. Californians, in general, are a bit ego centric and do not respond well to requests for cut backs. However, I understand that N. Californians, in general, are not that way.
