The margin, the periphery, can be larger than the center, of course. Bland was referring to location from the trophic source, not relative size. For the rest: Okay, give it to them. Just give it to them. If they need more, just give it to them. When they no longer need more, but simply want more, just give it to them. Just keep giving it to them until its fixed. It will never be fixed. Bland does not blame these people. He is not saying there is something wrong with them. He believes, truly, they are victims. Victims of a grand, noble, but misconceived and failed social experiment. Something must be done to first stop the bleeding, then undo the damage. And their offspring simply must, somehow, someway, learn to become productive, self-disciplined, and more self-supporting than not. Simply giving them money for nothing will never accomplish that. Is it surprising to you after the past 30 years that people would be skeptical of simply throwing more money at the problem?
