Ten, The budget surplus should be used to pay off the multi-trillion dollar debt. It is irresponsible to consider any other use for an annual surplus, until the US no longer owes any money. I really don't see how any reasonable person can miss coming to this conclusion. Unless greed blinds them. Scumbria Deficit spending is necessary to stimulate the economy during depression. If we enter the next serious economic downturn $6 trillion in debt, it will make borrowing and recovery very difficult.
