It all depends; you can write a program such that the new processor doesn't help at all even if the program has two threads. Normally OS and app vendors try to get a %90 scaling from 1 to 2 processors. This requires very careful OS and app design. There are programs which can give you very close to %100 because they are very small and highly cpu bound.
