"licensed by Qualcomm" on NOK phones long before Telson deal ever announced. I don't think it has anything to do with the chips. Usually when the chips are Qualcomm's the phone says "Digital by Qualcomm"

Made in Korea does not necessarily mean made by Telson. It looks to me like Nokia has its own manufacturing facility in Korea. See the quote below from a 1995 annual report.

"Production volumes rose in the Nokia Mobile Phones plants in Finland, Germany, the United States, Hong Kong and South Korea. "
