Sounds like the auctions/lack of WCDMA products are continuing to kill some participation toward "true" 3G participation in Europe.

From the article:

He quoted the comments of French telecoms regulator ART this month. On Jan. 15, Dominique Roux, one of ART's senior board members, said, "What we're worrying about is the handsets. The risk is that we won't be able to launch [3G] services before 2003 or 2004."

Interesting to note regarding WCDMA/CDMA path upgrades in the next 2-4 years.....
