You're mixing metaphors here, and different levels of the problem, which is making difficult for bland to respond with anything other than blanket statements that may not address any of them adequately individually.

There was an absolutely great article posted on the RWET about the cultural attitudes of blacks towards education. Bland imagines that you almost certainly missed it, given where it was posted. It really, seriously, manages to crystallize exactly what has to change before inner-city education can ever be successful.
