We have NOT. We have NOT. I don't know if I dare tease you tonight, but here goes. You've been reminding me of Ayn Rand. She used to say something like how can you say that capitalism doesn't work when we haven't really tried it yet. She'd probably think that we still haven't tried it. On a serious note, are you talking about the general inner-city problems of poverty and disfunction or are you talking specifically about public schools? If it's the latter, I can agree with you.
