Stainless steel crowns are a frequent method of treating children's teeth. The problem is not what was being used in Texas as much as the volume of work. The idea being that some of the good dentists were committing fraud. Baby teeth do need to be crowned if they are in bad shape. One of my nephews had very weak baby teeth and had a number of crowns. Thankfully, his permanent teeth were of hardier material (in a manner of speaking).
