From what I understand IPO spiget gets turned back on after feb 6th and CSCO. I have spoken to many IBkers who say this. I do feel its a two edged sword, in the long run money is needed to fuel growth but in short term more stock that needs to get absorbed.

It's not at all clear that the IPO market of the last 2 years spurred much innovation. Some would say that instead, it promoted malinvestment on a gigantic scale -- witness the dot com ads in last year's superbowl. True, new innovative ventures have high failure rates, but, with few exceptions, the IPO mania we experienced in the last two years was not about innovation but rather "me too" exploitation of investor enthusiasm.
