We subsidize family planning services in developing countries because we think they are an important part of an overall effort to promote development and stability, which we believe to be in our long-term interest. Sending people to do a job and then refusing to allow them to talk about things that are an integral part of that job seems like a gag order to me, and not a very smart one.

I don't think much thought went into the decision. I doubt that anybody considered the effect on the people providing or using these services; it was just a cheap carrot to throw to the religious right.
