of the Congress, and set the stage for the first budget surpluses we have achieved in 40 years.

I agree. However if it did not cost the Democrats control of congress we probably would not be seeing surpluses now.

Now Scumbria, surely you know by now that the Deficit Reduction Act had nothing to do with it, it was the Contract On America (I think I have that a little wrong). After all, many of the Republicans repeat it over and over, it must be true...
