The Soviet "government" was a bunch of feudal lords who took control of Russia a couple of thousand years ago. They still run the place.

Russian life has always consisted of an upper class and serfs. The upper class has nice places to live, and the rest live in hell.

The US Government consists of many different agencies. Some have the environment as a top priority, others don't.

Last summer Los Alamos Labs frantically built a retaining wall in Pajarito Canyon to keep nuclear waste from washing into the Rio Grande. 50 years of dumping in the canyon bottom was at risk of flooding because of the loss of vegetation upstream in the fire zone.

Another very irresponsible military site is Rocky Flats here in Boulder. Paranoia about the Soviet Union justified cold war surface dumping of nuclear waste, at least in some people's minds.

On the other hand, the cleanup of air in the west is almost 100% due to Federal regulation. BTW: I lived in Cleveland one year when the Cuyahoga River caught on fire. The Clean Water Act made that area livable, and once again attractive for humans to live.
