You are right on both counts and I could also add that they bought the plants at remarkably discounted prices, were able to dump previously entrenched labour contracts, etc.

On the surface, it looks good, but the other side of the coin is that the clients lay off all the risks to the CM. The CM has to be able to supply the product at an agreed-to rate and an agreed-to price. The client has the right to reduce the rate of delivery as he sees fit. When this occurs, the productivity falls like a brick and the losses mount very fast. And guess what is happening as we speak.

There are several other aspects to this game that are equally as nasty.
