I am not a "Pure" Libertarian, but I would say it violates my rights by striking fear into my heart and making my life feel threatened. You should be able to do as you wish, as long as it doesn't interfere with the right of others, and the scenario you describe would violate that "rule", IMHO.

The appropriate thing to do is to build a bigger emplacement, with a bigger cannon and aim it at his house. Then place rotating red lights along the fenceline and a "Readiness state" chartboard next to it, in his line of view.

Occasionally, when he ticks you off, turn on the red lights, increase your readiness state on the chartboard, and lower the cannon at his garage. He'll get the message.

If that fails, post nuclear fallout shelter signs on your house. Put ugly green barrels along the fence between your houses. Have them full of water, but put in a florescent green dye. Have them slowly leaking and backlight them at night with a strategically hidden blacklight. That way at night the liquid will glow.....
