- carriers extending their networks into new markets by buying complete installed systems - this will be the exception however
- enterprise and carrier customers buying one-off units to solve specific short term situations.
- vendors buying these products as well - taking them off the market and then turning a profit through a resale.

your interpretation sounds reasonable. My addition to that would be that in any case, there is incremental demand that will be satisfied at bargain basement prices.
