I see your understanding of the Reagan years is clouded by the campaign slogan of voodoo economics.

Lets keep it simple in that the amount of taxes collected does not make a surplus or a deficit. OK.

Reagan built a screaming economy by cutting taxes and giving the average American control of more of his or her money. Problem was the Democrats increased spending at an incredible rate far outpacing the greatly increased revenue's that the government took in over the Carter years.

Uncle Willie our esteemed former Commander in Heat was lucky enough to inherit an economy in an upswing (had been for a year at time of his swearing in) and a Congress hell bent on reigning in spending. Decreased spending as a percent of GDP and increased revenue because of the booming economy as a result of less government gets us to where we are today budget wise.

Now today's argument is:

Republicans: We must return some of this overcharge to it's rightful owners, the taxpayers.

Democrats: It is reckless to return this overcharge when there is so much spending to be done, and we are the anointed wise ones who know much better what to do with your money then you silly ass people who actually earn it.

Substitute social security or any of the other great programs that they have excluded themselves from but forced us morons into and you will quickly get a sense of the market's and economy's problems.
