Not sure this is English, but here goes:

Multiplexers are devices that combine (or separate in the case of Demux) several channels to be carried by one line or fiber. Array wave guides are filters. They are required for each channel between amplifiers. The good thing about AWGs is that they increase the distance between amplifiers and thus the total cost. Attenuators are used to adjust the power of the optical signal so that it is compatible within a network system. Variable attenuators can deal not only with power adjustments but for different signals (or colors) on the spectrum.

While attenuators adjust the power of the optical signal so that it is compatible with the receiver on the other end, switches actually direct the signal along its path.

What Scifres and Straus are saying is that they have already combined--on a silicon wafer--the ability to amplify a signal on its path, filter it, and to add/drop the signal at the right time. To complete the circuit, they need to incorporate switches on the chip.
