This is true but I think a little misleading. What Reagan asked for was all ready influenced by what the Democrats in congress wanted. He asked for what he thought he could get. Perhaps he should have been more aggressive and cared less about big budget battles, or continue resolutions or "shutting down the government" (in quotes because it does not really shut down even during the supposed shutdowns), so you can take him to task for not fighting hard enough, but its not like he submitted his dream budget with as many cuts as he wanted and then the Democrats cut more.
