Tim,

Reagan never had any intention of cutting the budget. He made a few cuts to children's health and education programs, and massively increased defense spending.

I doubt if he would have gotten away with it except that the Congress went soft after Reagan got shot in April, 1981.

It was totally irresponsible of him to cut taxes and increase spending at the same time. He was lucky that the Congress didn't let him spend as much as he wanted to.
