NHC and Harris Corporation Sign Interoperability Agreement For
Complete DSL Provisioning Solution

MONTREAL/CAMARILLO, CA, Feb. 14 /CNW/ - NHC Communications Inc. (TSE: NHC - news) and Harris Corporation (NYSE: HRS - news) today
announced that they have signed an agreement guaranteeing the interoperability of their DSL service provisioning products. The agreement follows
recent successfully completed tests on NHC's ControlPoint(TM) cross-connect switch and Harris Corporations' Remote Test Units (RTUs)
conducted at Harris' Camarillo, Calif. testing facility. Both companies have committed to continue their relationship through any modification of
products.

The tests confirmed that Harris' line of remote test heads, which perform physical layer testing on copper loops to qualify them for
telecommunications services, can be seamlessly integrated with NHC's ControlPoint cross-connect switch, a non-blocking, large-scale automated
cross-connect system. Now, through the combination of their respective product lines, NHC and Harris are able to offer complete end-to-end
solutions to local exchange carriers that require copper cross-connect services.

"Demands for services provided by local exchange carriers continue to grow with every passing week," NHC President and CEO Sylvain Abitbol
said. "With ControlPoint and Harris copper line testing suites working together, we can automate many of the tasks that service providers can
currently address only through truck rolls and on-site technical assistance."

Greg Bublitz, director of Harris Network Support Division's Access Test and Management business unit, said, "Because the ability to deploy DSL
service is completely dependent on the condition of the copper line, testing that line is a necessary step in the process. This interoperability
agreement gives service providers the confidence to deploy the necessary test equipment without worrying about interfacing with the equipment
they may already have in their network."

Harris Corporation's RTUs are intelligent test heads that enable service providers to pinpoint problems within the copper loop itself. The units
perform the full range of multimeter, loop performance and interactive tests needed to prequalify, manage and troubleshoot local loops. Harris RTUs
can be used to perform traditional voice-grade tests, but they also detect and locate bridged taps and measure wideband circuit balance and
high-frequency noise to help determine whether a line will be capable of carrying DSL service.

ControlPoint is an automated, true any-to-any copper cross-connect switch capable of performing the four fundamental functions at the heart of all
operations performed by incumbent local exchange carriers (ILECs), competitive local exchange carriers (CLECs), and multiple-tenant units and
multiple- dwelling units (MTUs/MDUs): loop qualification, deployment and provisioning, fallback switching and service migration of DSL, ISDN,
E1/T1 and POTS.
