Consumer demand drives markets. ILECs have no option but to meet consumer demand. If they don't meet this demand then consumers will be driven to cable and wireless solutions that will bypass the local loop entirely including for voice. These incentives clearly drive the ILECs to embrace DSL and because the market is so large and demand so high they won't be able to devote enough resources to meet the demand and must rely on 3rd parties to meet the excess demand.

Even beyond the new FCC hands off policy under Powell SBC and other ILECs could feel the sting of anti-trust accusations if they fail to meet their obligations to Covad and other DLECs for line-sharing. This is a very complex market and no one player even the FCC can substantially alter outcomes.
