On the plus side, Bush reportedly apologized to Chretien over the "Jean Poutine" episode. But there is some feeling up here that Bush looking dumb may be an act.

Bush's Texas-hick act could be clever gambit

The President also apologized privately for the "Mr.
Poutine" reference during his election campaign.
This relates to a prank by staff from the satirical
CBC program, This Hour Has 22 Minutes. As Mr.
Bush explained it, someone pushed a microphone
into his face in a scrum-type situation. He only heard
the word "Canada" and responded with an
appropriately benign remark about the Canadian
being a fine fellow.

Media manoeuvring aside, the Canadian delegation
came away from their brief White House encounter
pleasantly surprised. Up close, it seems the
President is better briefed and smarter than his
media reputation would suggest. He did get through
Harvard after all.

As Foreign Minister John Manley noted afterward,
the Texan-rube image could be a clever strategy of
Mr. Bush's to ensure he is underestimated. "It
amounts to saying, 'I'm stupid, so don't have high
expectations.' "
