You have to realize that Canada currently has a surplus of energy, especially electricity, and has an interest in trying to make sure we keep on buying. In addition as far as I know, the oilfields don't extend into Canada's area. But you can bet that if Canada had a shortage in oil and Montreal had rolling blackouts for months on end, that the word "temporary" in your above statement would apply in a hurry.
