It's even more bleak for AlGore than that.

With all the advantages of the Federal gov, the racists and the corrupt union bosses mobilized for his campaign AlGore managed to achieve a 24 year high for the Dems, but still fell short of a majority. W/o the WH and a compliant government, those forces will not be able to exert the same effort for the Dems in 2004. The Dems will fall well short of that 2000 "high" next time around.

Look for Bush to add 8 points to his 2000 results.

"His virtual tie is a bad loss from the standpoint of expected results."

Actually, many have the view that Bush's "virtual tie" was a bad "WIN", from any standpoint and there are folks who have never voted in their lifetime who will come out of the woodwork next election to ensure that there votes are counted.
