Study by GAO says Disabled Would Lose Benefits under Bush Plan to Revamp Social Security. The New York Times reports that a study by GAO conclude that "even under the best of circumstances, Social Security Reform proposals would reduce benefits" for people with disabilities. Senator Harkin says "This report is a wake up call to policy makers." "Social Security is not just about retirement.."
