Scumbria,

Programmable delay registers predate SDRAM. In EDO memory controllers, the register was located in the memory controller rather than inside the module.
Had the architects of SDRAM known that Rambus was going to submarine them, they certainly would have left the register on the memory controller side.

They should have thought of that when they did it.
